I grew up in an era when music of all styles was played on mainstream radio and mixed together. I am greatly influenced by American musical theater and even the Vaudeville-style acts that appeared on American TV variety shows in the Fifties & Sixties. This tune is a British Music hall ditty. Imagine the singer striding out onstage in a straw hat ,carrying a cane and strolling while he sings. Music provided by the music hall's pit orchestra, with sound effects.
